Though the application was always designed to be modular, it used to have one huge module called OpenAPIs, which contained all the APIs for communication between the other modules. From today s point of view, this was ridiculous. However, in those days, from 1997 to 2000, no project in Java was as modular as NetBeans. It took time for us to realize that there would be scalability problems in terms of maintaining such huge and monolithic APIs. In 2000 or so, it became clear that each module would need to be able to export its own API. Modules created after that date now do exactly this. However, some of the large monolithic OpenAPIs remained. The situation gradually worsened. In each release, something needed to be fixed. Developers started adding inner dependencies between logical parts of the OpenAPIs, instead of leaving them separated. The situation was becoming comparable to java.lang referring to java.awt. Sometimes this was done as an implementation detail inside the body of methods and sometimes this was even exposed in the APIs! By 2003, we d had enough. We took the first important step: we cleared out unwanted cross references and split the compilation of the OpenAPIs into logical parts. However, the resulting binary was still more or less one big module. This at least prevented further spoiling of the code with unwanted dependencies among logical parts. However, it took another two years for the whole monolithic module to completely disappear.
